Oct 31, 2020 · MANILA (UPDATED) — Weather bureau PAGASA on Saturday afternoon raised tropical cyclone wind signal no. 3 in more areas in Luzon as Typhoon Rolly maintained strength while moving towards the Bicol region.In its 2 p.m. weather bulletin, PAGASA said the eye of the typhoon was located 410 kilometers east northeast of Virac, Catanduanes as of 1 p.m.
